多くの主体が関わる社会基盤事業は，一つ一つの社会的意思決定の集積そのものと言える．誰が誰と何をいつどのように決めるか．社会的意思決定のマネジメントはプロジェクトの成否を左右する．しかし容易に合意できない決め事について，決め方さえ決められないこともある（そして決め方の決め方さえ…etc.）．このようなメタ決定の問題に対して，私達は世界で最も多くの成果を挙げているグループの一つである．どのような決定ルールを選べば良いのか，そもそも人はどうやって社会の協力そのものである社会基盤を皆で構築する仕組みを作り上げてきたのか．理論・実証・実践の各側面から社会的意思決定の研究を行っており，応用の範囲は社会基盤プロジェクトの意思決定から自動協調施工分野へと大きく広がっています．

Any infrastructure project can be seen as an accumulated set of group decisions involving many and diverse stakeholders. Who should make what decision, how and when, and with whom? That often determines outcomes of a project, but resists an easy answer. People face a decision problem over how to decide (and how to decide how to decide, and so on), which leads to an infinite regress. We thus explore the problem of meta decision-making. Among the globally leading group in this field, we have produced a number of theoretical and empirical findings that have directly been applied to real decision-making in some infrastructure projects. Areas of application are growing, from project management to automation in construction.
