社会基盤施設を建設し，インフラサービスを提供するためには多くの主体が協働しており，その多くは契約関係によって規定されている．発注者，受注者(設計者，施工者)，管理者などのステークホルダーが，計画・調査・設計・施工・維持管理・更新の各段階においてどのような役割を分担することが事業全体にとって望ましいのか．そのあり方を考えるのが公共調達であり，公共工事の品質確保，事業の効率性・有効性，建設市場の公正性・持続性に大きな影響を与える．本グループでは契約理論を始めとした様々な分析枠組みと，過去の入札契約結果から得られた実証データ等を用いて，建設市場のモニタリングや新たな公共調達方式やPPP等事業執行方式の提案を行っている．

While many stakeholders collaborate in an infrastructure project, their roles and responsibilities are typically demarcated through contractual relationships. The clients, designers, contractors and operators can build an efficient and effective team under a thoughtfully designed procurement strategy. Good public procurement ensures quality of works as well as a just and sustainable industry. Our research group works on project delivery methods and market monitoring through various theoretical and empirical devices including contract theory and mechanism design.
